What does B and P stand for?

B&P stands for Blank and Postage.
In otherwords you send the person a blank cd and you pay for total postage.

And actually, to be even more specific, a B&P should mean that the person providing the burn should have a bare minimum to do: open the outer envelope, pull out the (pre-marked) discs, do the burns, drop them into the self-addressed, sealable (adhesive strip) envelope that already has correct postage attached (with regular stamps, NOT metered because metered envelopes are meant to be used the date of the metered stamp), and put them in the mail.
