Was the site down today 1-31-03?

I could not get into the sight today between 3 and 5 in the afternoon, central time. Anyone have the same problem?

One of our ISP's upstream providers, uunet, had some routing problems that affected access to the site from some regions. Most of the rerouting was completed within 15 minutes, but because of the decentralized nature of the Internet, nothing's ever absolute and some people could conceivably have been unable to access for several hours.

How does rerouting actually occur, anyway? Do routers just ping everything in its database every so often, or what?
